BIPSS Research Associate Mohosina Mostofa Mity highlights in this commentary how Bangladesh’s shift toward anticipatory climate action is reshaping disaster governance—from reactive relief to forecast-based early intervention. While recent progress shows real gains in early cash transfers, improved forecasting, and stronger community preparedness, the system still operates through a fragmented structure involving national agencies and international partners. This creates both innovation and complexity, with issues of coordination, funding stability, and institutional ownership still unresolved. As Bangladesh expands anticipatory action across floods, cyclones, and other climate shocks, the key challenge ahead is not only scaling up, but building a fully integrated, nationally owned and sustainably financed climate governance system.
