Seminar on “Generating Respect For International Humanitarian Law In Today’s World” and The Launch Of “People On War” Global Survey
Fiona Barnaby
Legal Advisor International Committee of the Red Cross (ICRC)
Overview
In 2016, the world has seen no respite from conflicts and violence. Wherever we turn, deteriorating situations cause widespread suffering – the protracted conflicts in the Middle East, violence in Africa, or closer to this region, the intensification of tensions in Rakhine, Myanmar, Southern Thailand and Southern Philippines. Even more worrying is the blatant disregard for the International Humanitarian Law, which has resulted in grave human consequences where civilians pay the highest cost. This seminar seeks to explore how IHL compliance should be strengthened to protect the victims of armed conflicts and violence, and discuss how states and humanitarian actors can help to ensure a greater compliance, in an increasingly volatile and complex landscape. The seminar will also discuss the findings of ICRC’s ‘People on War’ – a global survey on the rules of war.
